The short answer is there is no short answer. The long answer
is NTP Version 3. See the discussion in the introduction to
the v3 spec pub/ntp/ntpv3.ps.Z on louie.udel.edu. A technical
discussion, emphasis informal and not quotable, can be found
in pub/ntp/dts.txt on the same host. Nontechnical readers
will probably find that discussion incomprehensible.
