In answer to a couple of questions:

The following files on labrea pertain to dvips:
   ~ftp/pub/dvips546.tar.Z  -- latest version, C source, of dvips
   ~ftp/pub/dvipslib.tar.Z  -- vf and tfm files for PS fonts
   ~ftp/pub/dvipsafm.tar.Z  -- afm files from which the above were derived
   ~ftp/pub/dvips.ps.Z      -- dvips manual in PostScript form

You do not need dvipsafm.tar.Z if you get dvipslib.tar.Z.  You do not need
TeX 3.0 or any of the VF software to use dvips 546 and VF PostScript fonts---
dvips does all of the work.

For 1270 fonts, I highly recommend you bring up METAFONT.  If you've got TeX
working, MF is easy.  1270 dpi fonts, even in PK format, are *big*.
