Tinkered a bit with the upas rewrite file and some auxiliaries.  It now --
I think -- deals properly with abbreviated site names and the like.  If
a site doesn't match the list of known top-level domains, or if it's a
".ca" site but not a ".utoronto.ca" site, the mail system invokes host(1)
to find out whether the site is known for SMTP purposes.  Only if this
fails is the mail bounced as an unknown address.
