Standard Microsystems Incorporated once advertised such a chip,
and I even received a spec on it. The product name has the
acronym VIEW in it. Phone them up and ask for the spec.
I can't find it now anymore. The chip DOES handle overlapping
windows in hardware.

SMC was the people who brought us the first video controller chip,
the 5027 and then came out with the 9007, which was capable of
VT100 performance.
