Anonymous ftp to a.cs.uiuc.edu will show a file /pub/c++.browser.tar.Z,
which is a C++ browser written in GNUEmacs.  It includes a sort of
etags clone that is used to build a database for the browser.

Let me know if you get this and are interested in using it.  I don't
use it much (I do most of my programming in Smalltalk, not C++) but
there are a number of users who are improving it and I can put you
in touch with them.
