From the TF clipper manual, pg 6-16 "SETPRC(<expn1>,<expn2>) Sets the 
internal PROW() and PCOL() values to <expn1> and <expn2>"

See also pg 6-170 for more detail. 

This function is used when you want to define where the current printer
row, col position is yourself instead of having to always use xBASE's
(sometimes incorrect) values of prow() and pcol().
