If we were launching two shuttles a week, it would be a serious problem.
If you look at early NASA studies, they say quite clearly that once traffic
gets really high, there is an urgent requirement for a liquid-fuel booster...
for exactly that reason (among others).

As it is, it's peanuts.  People have ignored it because it's alarmist
fear-mongering rather than rational discussion.
