It's not clear what you're referring to, since there is no "DTS" line.
In any case, CTS, RTS, DSR, and DTR (among others) are all for signalling
between the *host* and the *modem*, not between the two hosts.  So it is
meaningless to speak of them being "passed through".

And incidentally, none of them is a flow-control signal, despite popular
misconceptions (and extensive non-standard use for that purpose).
