It is admitted that C News documentation is a bit weak for novices.

That's right.  If it doesn't get sent to neighbors, it's local.

We don't provide official support, but you might look around in the
contrib/nntpmail directory; there is stuff there that is claimed to do
an okay job of mail/news gatewaying.

Something has to get hacked, either inews or the software you're using
to post the news, if you want a customized Distribution header in each
message.  It's not a standard feature of inews.  Do you really need the
header, as opposed to just setting up your sys file to pass things
around where you want them and not where you don't?
