Not a meaningful question, since POSIX does not specify the string functions;
that is ANSI C's domain.  Revising the question accordingly...

I've been away and did not see the posting of my library.  Unless it's been
updated since I last worked on it, it conforms to an obsolete X3J11 draft
and in fact does not match the (forthcoming, probably identical to the Oct
draft) ANSI C standard.  The differences are minor, but I lack the time to
do a carefully-engineered update just now.
