He'd better buy one when he gets to Australia.  For one thing, they don't
use the modular-jack telephone connectors -- they have their own, which look
weird to a North American (I've been there).  For another, unless I'm much
mistaken, FCC approval for a modem doesn't imply Australian approval.  Tell
him to take plenty of money, since computer hardware tends to be on the
pricey side in Australia.
