| in the headline would mean France officials were vocally opposing
| or raising a concern about mass surveillance.

| In this case, however, it seems Amnesty International is
| _addressing_ France officials /public, after France officials
| already decided to permit some kind of mass surveillance. Which
| is almost the opposite.
