Why Are Flock Employees Watching Our Children?

Flock sales employees are logging onto Dunwoody's Flock Network to
spy on us and our children in children's' gymnastics centers, fitness
studios, libraries, playgrounds, schools, and private pools.

Executive Summary:

Flock Safety's system of public and private cameras, microphones, and
drones is being used by Flock sales employees to spy on us and our
children in children's gymnastics centers, fitness studios,
libraries, schools, playgrounds, and private pools.

These cameras record people and children in real time 24/7, and a
private vendor stores the data. This vendor has unfettered access to
that data, and Flock employees are removing multifactor
authentication requirements and audit trails. The system is not being
misused - it is being used exactly as intended.

1. Overview

This is an small analysis of the Flock event log '
event-logs_010125_031926' provided through Open Records Request 
D048397-031926 in Dunwoody Georgia. It combines this info with
information received through other Open Records Requests.

This write-up will focus on public data being shared, private data
being shared, and unfettered access and searching of this data by
Flock employees. Like the 'security assessment' completed by the
City, these logs leave more questions than answers.

Dunwoody residents and Marcus Jewish Community Center (MJCC) members/
guests deserve to know how this happened, and what measures will be
taken to keep the public safe. Flock Safety continues to lie to the
public and the council. It is of my opinion that the risks of this
tool: lack of the accountability, auditability, oversight, guardrails
, and security far outweigh the benefits.

The city should immediately cancel the contract and conduct a 
thorough independent audit to assess the damages.

I initially brought these concerns to the city council on 1/12/26
because of the possibilities of harm to the citizens of Dunwoody.
Based on my findings below I believe I was too late.

Only performative action has been taken by the city staff, and the
City refuses to answer any questions in writing about how the system
is used, what contracts authorize it's AI capabilities, and how our
data is being used by a private company.

I will not be releasing the logs cited here publicly, since the city
did not redact quite a bit of personally identifiable information.
The information here has been sent to the Dunwoody City Council on 4/
7/25.

These logs represent the changes that have allegedly been made to the
Dunwoody Flock network since the start of 2025. Although, as you will
read later, I am skeptical that their logs capture all network
activities.

I have modified the logs to EST for viewing/sorting, but everything
here can and should be independently verified. The analysis,
interpretations, and conclusions contained in this document represent
the personal opinions of the author based on publicly available
information and records obtained through Open Records Requests.

2. Public Data Being Shared

At the 3/23 city council meeting, Lt. Fecht told the public and the
city council that only two external agencies (Brookhaven and
Chamblee) can view our liveview cameras and that 'anything liveview
is definitely strictly reviewed and on a case by case' basis'.

The city's own audit logs prove otherwise. From the data in this
file, just since the start of 2025, 1,271 external agencies have been
granted permission to view live streams. 358 external agencies have
been granted access to record these streams.

The networks that had live view access granted were: Brook Run Park
Owls, Dunwoody GA PD, Dunwoody GA PD (Condor), Dunwoody GA PD -
Atlanta JCC Avigilon (Do Not Share), Dunwoody GA PD - Car Crash

It is important to know that there is no such this as a Flock 'LPR'
camera in Dunwoody. They have all been updated to liveview cameras
with no public vote, or contract. These are just video cameras that
also can license plates. (If the link breaks Flock deleted it)

No access by any of these 1,271 external agencies to any live view
camera has been captured in the network audit logs. Either it never
happened (which Lt. Fecht stated at least Chamblee and Brookhaven
view), or it is simply that the event log audits don't capture them. 
This is a serious concern about auditability and accountability.

Additionally, on 3/24 shared network logs were produced by the city
that show Condor (pan, tilt, and zoom) AI cameras being shared with
approximately 25 external agencies, including agencies in Alabama and
Illinois.

On 1/28, I brought up to the Chief that Dunwoody's data is literally
being shared with organizations labeled 'Do Not Use' and 'Delete'.

As of the 3/24 logs (the most recent ones I have) Dunwoody PD is
still sharing its citizen's data with these organizations. I do not
know what is more concerning - the fact that Dunwoody PD has not
fixed this, or the fact that organizations like this can even exist
in Flock's network without them knowing and fixing it.

3. Private Data Access

On 6/4/25 feedview of the MJCC's private video camera network
'Dunwoody GA PD - Atlanta JCC Avigilon (Do Not Share)' was shared
with three external agencies by the Dunwoody PD. The permissions
'canViewLiveStream, canViewRecordedStream, canDownloadRecordedStream'
were given to the Lawrenceville GA PD on the same date. You will see
that below.

On 1/25/26 I found this network being shared with these external
agencies through ORR [D047156-010626] and subsequent file '
SharedNetworks_2026_January_21.csv' of Dunwoody's network sharing
settings.

Upon discovering this, I disclosed it to the Dunwoody PD Chief. It
appears that it was removed the next day, although I am unsure who
John Watson is. John Watson does not appear in the user export '
Users_March_26_2026.csv' for Flock that contains both inactive and
active users, and should capture all historical users of the system.
This user export is a result of my ORR[D048465-032526] in the
Appendix. This brings concerns about audit trails and transparency.

4. Unfettered Flock Access

As I have brought before the council before Flock has owner level
access in the system. These employees range from Onboarding
Specialists to VPs of Strategy. There is even a user in the system
called 'Invalided user uuid' who has performed 26 tasks updating
roles on the Dunwoody network as recently as March 9th of this year.
Once again it is clear that no one is auditing who has access to this
system in Dunwoody.

This brings up the point that we have no idea or oversight into any
of the other 1000+ external agencies we are sharing our data with,
and thus we can't see if their auditing practices are as robust,
thorough, and effective as ours.

In addition to viewing us and watching recordings of us, Flock
employees complete a vast array of tasks in our system. This includes
creating APIs to 3rd party companies Dunwoody doesn't have any
contracts with, disabling multifactor authentication for users, and
disabling users' searches showing up in audits.

They also have created users in Dunwoody's network that do not show
up in the user logs. Neither of these gentlemen appear in the user
export I received from the City, yet they were created in the system.
Once again the system does not have robust audit trails, and is
compromised.

conducted 1,931 auto approved shares of our data with no human
review.

5. Flock Employees Questionable Searches


Flock's FAQ page is explicit about access to the data - their own
logs say otherwise.

Flocks 'audits' only show when a person initiated a liveview camera.
They do not show the duration of the liveview, or when it ended. This
is a fundamental issue with the auditing of the system, and thus we
do not know when someone stops looking at a camera. All of the claims
below come with that caveat.

Although there are many trends of Dunwoody PD officers and staff
monitoring the live view cameras on the MJCC's fitness studios, gyms,
and pools, this section will focus on the Flock employees accessing
the system with unfettered access.

Flock employees, mostly members of their sales team, are regularly
looking at both live and recorded footage of us.

This includes the city council chambers, our playground and libraries
, as well as private networks, such as the fitness studios, a pool,
and gymnastics areas at the MJCC.

One Flock employee, Randy Gluck, who lives in Raleigh and is a
business development manager for their 911 products, was granted
live-view access to our cameras. He looked at 54 cameras, with very
strange patterns such as clicking through 5 traffic cameras on July
21st last year before settling on the Dunwoody Library camera. The
Flock data does not tell us when he stopped watching that footage,
but he didn't look at anything else for two hours.

Two days later, Randy clicked through 3 private cameras at the MJCC
before he settled on MJCC camera 'Main Pool Right'. It was over 3
hours later before his next view on traffic cameras. Randy is still
an active user in our system. I think this deserves an explanation.

This brings me to Bob Carter - Vice President of Strategic Relations
and Business Development for Flock. Bob spends a lot of time looking
through both our live footage and recorded footage. Just since the
beginning of last year he has done this 185 times.

Bob also has some interesting searches. On September 30th, 2025 - Bob
looked at just one camera. This camera is in the gymnastics room of
the MJCC. I personally am curious about why a sales employee from
Flock would be viewing the gymnastics room. I think this also
deserves an explanation.

The public deserves to know why Flock employees are using Dunwoody's
Flock system to look at live videos of people and children in the
pool, gymnastic facilities, and fitness studios.

6. Next Steps:

I believe the only way to protect the citizens is to immediately
cancel the Flock contract and shut off their devices. Flock has
continued to show it continues to act in bad faith and nowhere in
their business model do the citizen's benefit.

Additionally, if you can, please attend the city council meeting on 
Monday April 13th at Dunwoody City Hall where there city council will
be voting to put more of your data into this system. You can give 3
minutes of public comment at the beginning or end - it's easy - I had
never done it before this.

If you are in an HOA or private area that has these cameras, I would
recommend that you immediately cancel your contract.

I have many more concerns that I have raised publicly but are not
detailed here. These range from the fact that our data is being 
shipped overseas to gig workers to train Flock's AI model, or that 
Flock is so confident in their ability to not be breached that they
removed gross negligence from the latest round of their contract
terms.

The 1/7 session is the more notable one. He manually clicked through
every MJCCA baseball field camera one per second, then paused 16
seconds before hitting Fitness, then Front Pool(1), Front Pool(2),
Front Pool(3) -- with 4-7 second pauses between each pool camera. Then
after browsing other cameras, came back to Holding Cell 1 and 2, then
Brook Run Playground 4 times over 33 seconds, then went back to
Fitness again 12 minutes later. The pool cameras and the return to
Fitness are deliberate manual selections, not dashboard loads.

The 1/8 session has the pool and fitness cameras appearing in a
dashboard load, so that's less clearly intentional -- except his saved
dashboard includes both holding cells and all three pool cameras,
which is an unusual set of cameras to keep on a monitoring dashboard.

Desk and paused 58 seconds. Moved to Front Pool(1) and paused 47
seconds. Then FitLine Weight, Fitness, paused 72 seconds, then
Fitness North Exit and rapidly through all three Front Pool cameras
in 3 seconds before moving to Guard House.

A 23-minute systematic tour of the entire MJCCA on a Saturday
afternoon. Started with tennis courts, moved through the cafe and
main hallways, then Pool Interior twice, Fitness cameras, Loading
Dock, Theater, then spent 2 full minutes going through every
gymnasium camera - Mendel 1 & 2, Blank 1 & 2, the gymnastics center
from three different angles (front left, front right, side view) -
then looped back through all of them again. Then cycled through every
FitLine camera, back to Gym Mendel doors, and ended on Fitness. A
dashboard refresh at 14:09:33 reloaded all the gym and fitness
cameras she had open. This was open for an undetermined amount of
time. Then nothing for 6 days.

And when she came back on 2/14 - her first views were Gymnastics M/H
front view left, Fitness, Gymnastics, Fitline Hall, FitLine Weight.
She picked up exactly where she left off.

Monday morning, 7:38 AM. Dashboard loads parks and trailers. Within 3
minutes she's on Fitness cameras. Then she enters the MJCCA preschool
area -- South Entrance - Babysitting entrance - Downstairs Hallway -
back to South Entrance - Babysitting again - Downstairs Hallway again
- Downstairs Main Door, each camera viewed twice in sequence. That's
someone checking every angle of the preschool dropoff area at the
time parents would be arriving with children on a Monday morning.
Then Gym Mendel doors, a 7-minute gap, Tennis, Cafe, Kitchen Hallway,
Loading Dock, Theater, another 3-minute gap, then FitLine Studio
twice, Fitness, FitLine Weight twice, and ends on Gym Blank. Gone for
6 hours.

Both sessions happened on the same Sunday evening, starting within 5
minutes of each other (19:47 and 19:52). Trey Wanstreet's session is
the more concerning -- he went Gymnastics - lower pool center - Pool
Interior - Rear Marcus Gym, then later came back to methodically tour
every KFC camera (Storage room - Kitchen - restaurant Deck twice -
Parking - Dance Hallway - Barn - KFC 1 - KFC 2), ended on lower pool
center, and his dashboard refresh an hour later still had KFC Dance
Hallway loaded. He also dwelled on the City Hall 1st Floor Restrooms
camera 6 times over 2 minutes.

Three views total that day. Opened both soccer field cameras
simultaneously, sat for 6 minutes, then moved to Pool Interior -- and
that was his last camera view for 43 days.

Additional context: the day before (10/22), his only activity was
also Soccer East and Soccer West. And prior to that, he hadn't used
the system since July 11 -- a 3+ month gap. So he came back after
months of inactivity, viewed the soccer fields two days in a row, and
on the second day moved from soccer to the pool for an undetermined
amount of time and stopped for 6 weeks. No case number on any of it.
