My first job as an engineer was at a Brazilian electric power company in the 1980s and we had ten or so hydro power plants, one nuclear plant and one oil powered plant. Electricity price is determined by capital and operational expenditures which aren't specifically less as opposed to other "rich" countries because the technology is the same being applied. The only lower cost would be the hourly pay rate of Brazilians working in this sector.
