Twitter starts limiting how many Tweets you can post per Day

I am using ModernDeck as Twitter client on Linux, did my daily tweets
, suddenly I noticed that I got an error:

  * My first idea was to check my account, but everything seems okay.
  * I checked the downforeveryoneorjustme website and I also saw
    other tweets still coming trough, despite the claim from that
    checkup website that Twitter has problems.
  * Then I started to check the URL, maybe it was blocked/censored by
    Twitter, nope.

Pay for more Tweets per day I guess.

Update
I speculate that this might has something to do with the new 4k
characters per tweet limit. This went live today for blue tick
subscribers and went out of the official beta phase, it could be a
temporarily problem but right now the error message is pretty generic
and its all guessing what I do here.

Twitter, so far, has not provided us users with any statement yet,
nor was this announced in advanced. The Terms of Service and the
Privacy Policy page was also not updated to cover it, I check it
today.

Update 2
Apparently there is a new page that explains Twitter tweet limits. I
never saw such a page before.

The website basically says the following in a nutshell:

  * 500 Direct messages
  * 2400 tweets
  * 4 account email changes
  * 400 follows
  * Additional restrictions once an account following 5000 people
    total

It does NOT mention any specific details about my problem or the
problem people currently encountering. I do not hit any of those
mentioned limits.

Update 3
CNBC just released an article, see references, which writes about it.
Basically they say the same like I do:

      + Many Twitter users are currently unable to send Tweets and
        are receiving a message saying, "You are over the daily limit
        for sending Tweets".
      + It's unclear whether the change was the result of a bug or a
        product update.
      + Twitter hasn't announced any update to its daily limits. It's
        not clear if the change on Wednesday was intentional or if
        it's a temporary glitch. The company didn't immediately
        respond to a request for comment.
