It is a clarification; a similar license was used at least since

Why not just close your source at this point? Open Source for Mongo
has not been much more than a marketing gimmick.

Perhaps clarify that "use" here refers to redistribution - as opposed
to simply referring to the reference in order to develop some
commercial tool, which is not an activity that can be restricted by
copyright.
