CONCEPT REFERENCE

"Open Web" is used in this archive as shorthand for a cluster of properties:

  - interoperable public protocols and formats
  - addresses that can be linked directly
  - the ability to publish without joining one specific platform
  - the ability to run independent servers or choose among hosts
  - links that cross organizational boundaries
  - user agents that can retrieve resources from many publishers

It does not mean there are no laws, costs, security concerns, moderation needs,
or private services. It means the architecture permits independent participation.
