Navigation is usually treated as the boring part added after the interesting material exists. Hypertext turns that around.

What is next to what? Which page is obvious? Which page must be found? What should a visitor know before entering the archive? Should there be a shortcut? Is the dead end funny enough to keep?

Those decisions are editorial. Sometimes they are narrative. Sometimes they are the whole work.
