RETURN ONLY: NODE 19 RULE

The old operators wrote the rule in three places because they expected
someone to forget it:

    DO NOT RESTORE 19.
    DO NOT DESTROY 19.
    19 MUST REMAIN PRESENT BUT SILENT.

Node 19 is a circuit breaker. Its absence from synchronization is the
thing that protects the rest of the network.

The manual return method is possible only while the gap is preserved.
