Most of the console is dead. One green CRT occasionally flashes:

    DO NOT RESTORE NETWORK

The local power indicator is lit even though the main breaker is open.
Important relay connections have been removed by hand. A copper bus bar
ends in two clean cuts.

The console offers a local status report, but the last line is overwritten
with pencil:

    WE DID NOT FAIL.
