Socrates Educational Foundation completes $50,000 sponsorship to HCGM
schools amid acrimonious relationship

The Socrates Educational Foundation (SEF) has recently completed
the final payment to the Hellenic Community of Greater Montreal
(HCGM) for the sponsorship of school fees for parents that
required financial assistance in order to keep their children
enrolled in Socrates Demosthenes.
This year a total of $49,954 was transferred to the HCGM.
Since its inception, the SEF has donated close to $500,000 to
the HCGM for fee subsidies.
The SEF is a Canada Revenue Agency recognized charitable foundation that
issues tax receipts for all donations received.
From its inception, the objective of the SEF has been to become the tax
receipt issuing Foundation for donations to the needs of the HCGM
schools. It has always believed that there should be a specific CRA
recognized Foundation to support the growth and functioning of the
schools in a transparent and dedicated manner along the same lines as
all private schools and even some public schools in Quebec.
Over the last fifteen years the SEF has repeatedly attempted to explain
to the HCGM that it would be wiser and more efficient to have such a
dedicated Foundation for the schools, within the umbrella of the
HCGM.This would have the advantage of separating the general fund
raising needs of the HCGM from the those that are specific to the
schools and would more directly appeal to those HCGM members that have
the advancement of the schools at heart.
Unfortunately that view has never been shared by the HCGM which has
preferred to fund raise for the schools along with all its other
needs. Among other issues, the financial difficulties of the HCGM have
often led to confusion in the eyes of many donors as to how their
donations were being used.
In December of last year, in a spirit of cooperation and community
solidarity, Mr Christos Sirros, as the new president of the SEF, once
again approached the HCGM with a proposal to undertake discussions in
order to bring the SEF within the umbrella of the HCGM as the dedicated
fund raising vehicle for the schools.
This new approach was bluntly rebuffed.
The response was that the HCGM had no intention of recognizing the SEF
as anything other than an outside organization to which parents could
appeal for Financial help.
The SEF subsequently came to the conclusion that without the
institutional recognition of the HCGM it could not guarantee to parents
its ability to subsidize them.
Given that the HCGM had been publicly advertising since 2015 that it
too was helping parents in financial need, the SEF referred the
parents concerned to the HCGM fund raising committee. In its recent
letter that accompanied the completion of the $49,954 payment the SEF
left the door open for the HCGM to revise its position. We have not,
to date, received a formal response. In fact we have not even received
a simple thank you letter.
We were however apprised of the statement that the President of the HCGM
made at the Board of Directors held this month which made it clear that
the HCGM was not interested in revisiting the SEF proposal.
Their position remains, in the words of Mr Crilis, “we do not support
any outside committees running under the HCGM banner”. We once more
find it regrettable that the HCGM administration maintains a
hegemonious attitude that does nothing to encourage involvement and
participation of its members.
The SEF will continue its fund raising efforts in support of trilingual
education in the Greek community but will no longer be contributing
funds to the HCGM for fee subsidies.

Το Εκπαιδευτικό Ίδρυμα Σωκράτης (Ε.Ι.Σ) ολοκλήρωσε πρόσφατα την
τελική πληρωμή στην Ελληνική Κοινότητα Μείζονος Μοντρεάλ (
ΕΚΜΜ), για τη χορηγία διδάκτρων στους γονείς που χρειάζονται
οικονομική βοήθεια προκειμένου να συνεχίσουν τα παιδιά τους στο
σχολείο Σωκράτης-Δημοσθένης.
Εφέτος, το Ε.Ι.Σ. προσέφερε συνολικά 49 954 $ στην ΕΚΜΜ. Από την ίδρυσή
του, το Ε.Ι.Σ. έχει δωρίσει περίπου 500 000 $ στην ΕΚΜΜ για χορηγίες
διδάκτρων. Το Ε.Ι.Σ. είναι ένα αναγνωρισμένο φιλανθρωπικό ίδρυμα στην
Καναδική Φορολογική Υπηρεσία, η οποία εκδίδει αποδείξεις φοροαπαλλαγής
για όλες τις δωρεές που προσφέρονται σε μή κερδοσκοπικούς οργανισμούς.
Από την ίδρυσή του, το Ε.Ι.Σ. είχε ως στόχο να αποτελέσει το Ίδρυμα
έκδοσης αποδείξεων φοροαπαλλαγής για δωρεές σχετικές με τις ανάγκες των
σχολείων της ΕΚΜΜ. Το Ε.Ι.Σ. πίστευε πάντα ότι χρειάζεται ένα
συγκεκριμένο Ίδρυμα, αναγνωρισμένο από την Καναδική Φορολογική Υπηρεσία,
για να υποστηρίζει την ανάπτυξη και τη λειτουργία των σχολείων με
διαφάνεια και σταθερότητα, έτσι όπως γίνεται με όλα τα ιδιωτικά σχολεία,
αλλά και ορισμένα δημόσια σχολεία στο Κεμπέκ.
Τα τελευταία δεκαπέντε χρόνια, το Ε.Ι.Σ. προσπάθησε επανειλημμένα
να εξηγήσει στην ΕΚΜΜ ότι θα ήταν πιο σωστό και πιο
αποτελεσματικό να έχουμε ένα τέτοιο ειδικό Ίδρυμα για τα σχολεία,
μέσα στα πλαίσια της ΕΚΜΜ.
Ένας τέτοιος τρόπος λειτουργίας θα είχε το πλεονέκτημα του διαχωρισμού
των γενικών αναγκών αυτοχρηματοδότησης της ΕΚΜΜ από τις ανάγκες
αυτοχρηματοδότησης των σχολείων. Και θα είχε μεγαλύτερη ανταπόκριση στα
μέλη της ΕΚΜΜ που επιθυμούν να προσφέρουν για την ανάπτυξη των σχολείων.
Δυστυχώς, η ΕΚΜΜ δεν συμμερίστηκε ποτέ αυτή την άποψη, προτιμώντας μία
κοινή διαδικασία αυτοχρηματοδότησης για τα σχολεία και για όλες τις
άλλες ανάγκες της. Μια άλλη συνέπεια αυτού του τρόπου λειτουργίας ήταν
ότι οι οικονομικές δυσκολίες της ΕΚΜΜ δημιουργούν συχνά σύγχυση σε
πολλούς δωρητές σχετικά με τον τρόπο χρησιμοποίησης των δωρεών τους.
Τον Δεκέμβριο του 2019, με πνεύμα συνεργασίας και κοινοτικής
αλληλεγγύης, ο κ. Χρήστος Σύρρος, ως νέος πρόεδρος του Ε.Ι.Σ., πρότεινε
για άλλη μια φορά στην ΕΚΜΜ να ξεκινήσουν συζητήσεις με στόχο την ένταξη
του Ε.Ι.Σ. στον οργανισμό της ΕΚΜΜ ως του μοναδικού φορέα
αυτοχρηματοδότησης για τα σχολεία.
Αυτή η νέα προσέγγιση απορρίφθηκε κατηγορηματικά.
Η ΕΚΜΜ απάντησε ότι δεν είχε καμία πρόθεση να αναγνωρίσει το Ε.Ι.Σ. ως
οτιδήποτε άλλο εκτός από έναν εξωτερικό οργανισμό, στον οποίο οι γονείς
θα μπορούσαν να ζητήσουν οικονομική βοήθεια.
Στη συνέχεια, το Ε.Ι.Σ. κατέληξε στο συμπέρασμα ότι, χωρίς τη θεσμική
αναγνώριση της ΕΚΜΜ, δεν θα μπορούσε να εγγυηθεί την οικονομική ενίσχυση
στους γονείς των μαθητών.
Δεδομένου ότι η ΕΚΜΜ διαφημίζει δημόσια από το 2015 ότι ενισχύει τους
γονείς που έχουν οικονομικές ανάγκες, το Ε.Ι.Σ. παρέπεμψε τους
ενδιαφερόμενους γονείς στην επιτροπή αυτοχρηματοδότησης της ΕΚΜΜ.
Στην πρόσφατη επιστολή που συνόδευε την ολοκλήρωση της πληρωμής των 49
954 $, το Ε.Ι.Σ. έδωσε πάλι την ευκαιρία στην ΕΚΜΜ να αναθεωρήσει τη
θέση της. Μέχρι σήμερα, δεν έχουμε λάβει επίσημη απάντηση.
Στην πραγματικότητα δεν έχουμε λάβει ούτε μια απλή ευχαριστήρια
επιστολή. Ωστόσο, ενημερωθήκαμε για τη δήλωση που έκανε ο πρόεδρος της
ΕΚΜΜ στο Διοικητικό Συμβούλιο αυτόν τον μήνα, με την οποία κατέστησε
σαφές ότι η ΕΚΜΜ δεν ενδιαφερόταν να επανεξετάσει την πρόταση του Ε.Ι.Σ.
Η θέση της ΕΚΜΜ παραμένει, σύμφωνα με τα λόγια του κ. Κριλή ότι, «δεν
υποστηρίζουμε καμία εξωτερική επιτροπή που λειτουργεί χρησιμοποιώντας το
όνομα της ΕΚΜΜ». Θεωρούμε για άλλη μια φορά λυπηρό το γεγονός ότι η
διοίκηση της ΕΚΜΜ επιμένει σε μιαν ηγεμονική στάση που δεν βοηθάει
καθόλου στο να ενθαρρύνει τη συμμετοχή των μελών της.
Το Ε.Ι.Σ. θα συνεχίσει τις προσπάθειες αυτοχρηματοδότησης για
την υποστήριξη της τρίγλωσσης εκπαίδευσης στην Ελληνική
παροικία, αλλά στο εξής δεν θα συνεισφέρει στην χρηματοδότηση
των διδάκτρων για τα σχολεία της ΕΚΜΜ.
