   NEW DELHI - Voters in the Indian capital city headed to the polls
   Saturday in a local election that will gauge the popularity of Prime
   Minister Narendra Modi's Hindu nationalist government as it vows to
   press ahead with a controversial new citizenship law.

   The poll for the state government in Delhi is Modi's first electoral
   test after approval of the legislation, which critics call anti-Muslim,
   sparked nationwide protests.
