   Support for aspecial tribunal, to the extent it existed, appeared to
   crumble thisweek asa growing number of nationsare declining to back the
   latest proposal to put about 2,000 ISfighterswho flocked toSyria on
   trial in the country'sKurdish-led region.

   The biggest blow came from Finnish officials, whosaid reportsthat they
   hadoffered assistance tothe autonomousadministration in northeastSyria
   had been exaggerated, following a meeting last week in Helsinki.
