   TBILISI - Russian President Vladimir Putin says he won't support a
   unanimously backed parliamentary resolution to sanction neighboring
   Georgia, maintaining that improved ties with the former Soviet republic
   outweigh any response to verbal taunts by what he termed "some
   scumbags."
