State Department Faults Clinton, Other Former Secretaries for Emails by VOA News The State Department has found Hillary Clinton and other past secretaries of state at fault for failing to follow the department's guidelines to avoid cybersecurity risks, an internal audit found Wednesday. Clinton's use of private email for personal business was "not an appropriate method," according to the Inspector General's 78-page analysis. The practice began before Clinton's appointment as secretary of state, but the fact she conducted official business on her personal email account and private server were singled out as more serious. "By Secretary Clinton's tenure, the department's guidance was considerably more detailed and more sophisticated," the report said. "Secretary Clinton's cybersecurity practices accordingly must be evaluated in light of these more comprehensive directives." Other secretaries The analysis followed revelations of Clinton's email use and practices of the last five secretaries. The report says former secretary of state Colin Powell "installed a laptop computer on a private line" and that he used the laptop to send emails via his personal email account to his "principal assistants, individual ambassadors, and foreign minister colleagues." It also revealed the department and its secretaries were "slow to recognize and to manage effectively the legal requirements and cybersecurity risks associated with electronic data communications, particularly as those risks pertain to its most senior leadership."
