             Islamic State's Brutal Tactics Make Taliban Look Tame

   Officials say Islamic State militants have killed or beheaded hundreds
   of locals in the Achin district of Nangarhar province in eastern
   Afghanistan in its bid to terrify the population and strengthen its
   hold on the area. Most of the victims have been members of the Shinwari
   tribe. VOA's Ayesha Tanzeem reports
