    EU Summit Courts Former Soviet States Amidst Simmering Ukraine Conflict

   Six former Soviet bloc countries will attend the European Union's
   Eastern Partnership Summit that opens Thursday in Latvia's capital,
   Riga. The meeting comes amid high tensions between Europe and Russia
   over the conflict in Ukraine and what that may mean for the future of
