Municipal officials said two civilians were killed, and three injured, during heavy shelling in a residential neighborhood, but it is unclear when the shelling took place. Civilian deaths in the Donetsk region have continued to rise, despite a cease-fire agreement. On Tuesday, the Ukrainian parliament passed laws granting temporary self-rule to the region and amnesty to rebel fighters, with the exception of those accused of committing "grave crimes."
