             Abbas to Press for UN Action on Independent Palestine

   Palestinian President Mahmoud Abbas says he is moving ahead with a
   proposed U.N. Security Council resolution that would establish a
   Palestinian state with East Jerusalem as its capital.

   Speaking to Arab League foreign ministers on Saturday in Cairo, Abbas
   said he will begin consultations on drafting the resolution, but he did
   not mention a timetable.

   He said he is willing to work with the United States on the draft.

   Palestinian diplomats circulated a draft resolution to Security Council
   members last month calling for Israel's full withdrawal from all
   Palestinian territory, including East Jerusalem, by November 2016. No
   move was made to call for a vote on the document, which is likely to
   face opposition from some Council members, including the United States.
