The initiative - pushed by the Netherlands, the United States and South Korea - also requires participating nations to open up their security procedures to independent review. The committed countries include Britain, France, Germany, Israel, Japan, South Korea and Turkey, in addition to the three countries promoting the agreement. But analysts say more nations need to get involved.
