               Oil Boom Tests North Dakota Legislative Tradition

   North Dakota is one of four U.S. states with a legislature that meets
   only once every two years. But as VOA's Kane Farabaugh reports, the
   energy boom in Western North Dakota -- and everything that comes with
   it -- is challenging the state government's ability to respond rapidly
