Libyan Congress Puts Army on Alert Libya`s General National Congress has put the army on maximum alert as fresh tribal clashes raged in the restive southern town of Sabha. The vote came during an emergency session Saturday about the situation in Sabha, where fighting broke out a week ago leaving about 30 dead. Gunmen stormed a military base in the city, while the government launched war planes Saturday to attack enemy targets. Government and local sources say the attackers are supporters of former leader Moammar Gadhafi, who was killed by NATO-backed rebels more than two years ago. Meanwhile in the country`s east, officials say gunmen kidnapped two Italian construction workers on a road near the city of Derna.
