   foreign policy challenges, including Ukraine, Islamic State militants,
   draw down of U.S. forces in Afghanistan, the Ebola outbreak, and his
   announcement of the normalization of ties with longtime foe Cuba. VOA
   White House correspondent Luis Ramirez takes a look at how the year
