        Washington's Partisan Spending Battle Mostly On-hold for a Year

   While Washington continues to be rocked by last week's report on CIA
   interrogation methods, the city is breathing easier now that Congress
   has approved almost all federal funding for another year. VOA's Michael
   Bowman reports, after years of nail-biting budget showdowns, lawmakers
   sent President Barack Obama a $1.1 trillion spending bill with
   comparatively little drama.
