China Sets Tight Rules for Hong Kong Election by VOA News China's top legislative body says it will tightly control the nomination of candidates for a landmark selection in Hong Kong in 2017. The National People's Congress Standing Committee decided on Sunday that candidates to become Hong Kong's next Chief Executive must receive a majority vote from a "broadly representative" nominating committee in order to run in the 2017 election. The ruling makes it unlikely that any opposition candidates will get on the ballot. The decision will likely anger pro-democracy activists in the former British colony, who have threatened civil disobedience if China prohibits direct election of candidates, calling Beijing's pre-screening of candidates "fake democracy," rendering any vote meaningless. All of Hong Kong's chief executives have been chosen by a small election committee stacked with pro-Beijing loyalists drawn mostly from business sectors.
