US to Propose 'Net Neutrality' Changes The Federal Communications Commission is set to propose new Internet rules on "net neutrality" that would allow Internet service providers to charge content companies for faster delivery of their services. FCC Chairman Tom Wheeler is scheduled to present the proposed rules to commission members on Thursday. The agency also will propose enhancing government oversight of these charges to ensure they do not harm competition or limit free speech.
