US Supporting Chinese Efforts in Afghan Capacity Building The U.S. and China are continuing their cooperation on capacity building in Afghanistan by jointly training Kabul diplomats in Washington and Beijing. For the second year in a row, the U.S. State Department says a group of Afghan diplomats is being hosted in the U.S. and Chinese capitals to develop their diplomatic, communications and management skills. The group finished its stay in Washington last week and will travel to Beijing in the near future. Afghan diplomat Ahmad Shah Katawazai, who is participating in the program, says the effort will help improve U.S.-Chinese cooperation on Afghan rebuilding. Ambassador James Dobbins, the U.S. special representative for Afghanistan and Pakistan, said recently that Washington and Beijing`s interest are largely aligned in Afghanistan and the regional in general. China, through its embassy in Washington, told VOA the program is a example of successful cooperation between China and the U.S. concerning a third country. "China stands ready to work with the international community, including the United States, to continue providing assistance to Afghanistan to the best of its ability, and actively endeavor to promote Afghanistan`s reconstruction process as well as peace, stability and development of the region," an embassy statement said. The Afghan diplomats, during their recent visit to VOA, said the U.S. and China could also work together on anti-terrorism and counter-narcotic efforts as part of Afghanistan`s capacity building.
