UN Envoy: Guinea-Bissau Vote May be Delayed The U.N. representative to Guinea-Bissau says the troubled country`s elections, scheduled for November, may have to be delayed. Addressing the U.N. Security Council, Special Representative Jose Ramos Horta said financing and logistical issues may cause a delay for, in his words, "a very short period of time." He said a short delay would not create new problems but warned that a longer wait could "destabilize the political situation." Guinea-Bissau has a history of coups and political instability.
