Speaking Thursday in Tokyo, Kerry made clear that nothing will be taken at face value. Under new president Hassan Rouhani, Iran has continually expressed a desire for greater engagement with the West. Fears about the country's nuclear program remain a key issue, with Western nations and Israel saying Iran is working to develop nuclear weapons. Iran has long said its program is peaceful, and has been hit with several rounds of sanctions after refusing to halt uranium enrichment. U.S. President Barack Obama said last week in a historic phone call with Rouhani that he believes a comprehensive solution can be reached over Iran's nuclear program and that the two sides are moving forward.
