Transfer of US Prison to Afghans Delayed A ceremony marking the long-awaited, complete transfer of a controversial detention center from U.S. to Afghan control has been abruptly canceled. The event at Bagram prison, which had been announced by Afghan President Hamid Karzai, was canceled Saturday, the same day the milestone transfer was scheduled to take place. U.S. military officials said the ceremony was canceled because they could not finalize the agreement with the Afghans. A NATO spokesman said the transfer will proceed once the two sides have reached a "full agreement."
