High-Level Talks Between North, South Korea Called Off by VOA News South Korea said the high-level government talks with North Korea that were set to begin Wednesday in Seoul will not take place as planned. The news was announced late Tuesday by the South's unification ministry, which did not elaborate. It was not clear if the talks were cancelled or postponed. Both sides had struggled to come to an agreement over the nature of the talks, which figured to be the most significant between the two Koreas in years. Seoul and Pyongyang unexpectedly agreed last week to hold the negotiations, following weeks of heightened tensions. The two sides agreed to discuss the resumption of two stalled joint commercial projects, as well as the reunion of separated Korean families. Analysts said it was unlikely the discussions would touch on Pyongyang's nuclear program.
