Kerry in Vietnam for Trade, Security Talks U.S. Secretary of State John Kerry is in Vietnam to seek closer trade and security ties between Washington and Hanoi. Kerry landed in Ho Chi Minh City on Saturday. He will spend one day in the city he knew in the Vietnam War as Saigon before heading to the capital of Hanoi for three days of talks that will also include human rights issues. Kerry served in South Vietnam as a naval officer in 1968 and visited the country 13 times as a senator. This is his first trip as the top U.S. diplomat.
