               Obama: Congress Should Help Responsible Homeowners

   U.S. President Barack Obama is urging the Republicans in Congress to
   pass legislation that would help responsible homeowners refinance their
   mortgages at historically low rates.
   The president said in his weekly address he sent the plan to Congress
   in February, but he said the Republicans "banded together" and
   prevented the legislation from coming to a vote.
   Obama called on Americans to contact their members of Congress to push
   for the plan's passage.

   Representative Jeff Flake from the the southwestern state of Arizona
   delivered the Republican weekly address.  He said President Obama
   "undoubtedly inherited a fragile economy, but he's done little to
   improve it."
   Flake said the four years of Obama's presidency have represented a
   "recess from fiscal sanity."  He called on Senate Democrats to pass a
   budget, saying "it is time for us to get to work."
