Kuwait Foreign Minister Submits Resignation

   Reports in Kuwait say Foreign Minister Sheikh Mohammad al-Sabah has
   resigned.
   Local newspapers say the minister submitted his resignation Monday, but
   no reason was reported. The government has not commented.
   The newspapers say the Kuwaiti foreign minister did not attend the
   weekly Cabinet meeting Monday after missing a Sunday Arab League
   meeting to discuss the situation in Syria.
   Kuwait's parliament regularly challenges the government, which is
   dominated by the ruling al-Sabah family.
