Liberia's electoral commission Thursday announced preliminary results from this week's general elections. But the tally represents just a fraction of the country's polling districts. Final results are expected on October 26, which will decide whether a runoff will be needed for the top two presidential candidates: Incumbent Ellen Johnson Sirleaf and Winston Tubman.
