Philippine officials warned residents to avoid areas prone to flooding and mudslides on northern Luzon island. At least 11 people have died and 100,000 have been displaced since the season's first tropical storm struck eastern Catanduanes province early Sunday. In Taiwan, the central weather bureau issued a sea warning Monday, saying the storm could bring torrential rains to the island's eastern and southern areas. Officials are hoping the storm will bring some relief from a drought that has been described as a crisis by President Ma Ying-jeou. .
