Â Authorities say many of the victims of Monday's blast were civilians standing in line to obtain government identification cards. There has been no immediate claim of responsibility for the blast. Violence has increased recently in parts of northern Afghanistan where the Taliban, al-Qaida and fighters from other militant factions are known to be hiding out.
