Authorities say 20-30 people remain trapped under the wreckage. The five-story building came crashing down in the densely populated Lalita Park area. Narrow streets and alleys made it difficult for fire engines and rescue service vehicles to reach the site. Â Many of the victims were pulled from the debris by residents who used their bare hands to scoop away mud and mortar. Local authorities said the rescue effort would go on all night. New Delhi's officials say the structure of the decades-old building had probably been weakened by this year's unusually heavy monsoon rains. Enforcement of building regulations is lax in the Indian capital and corruption in the construction industry often leads to the use of substandard material and inadequate foundations.
