The U.S. proposal asks Israel to reinstate a moratorium on settlement building for 90 days to help restart peace talks with the Palestinians. In return, the U.S. will provide Israel with a broad range of diplomatic and security offers. Mr. Netanyahu told his Cabinet Sunday the details of the incentive deal are still being finalized. Â The new construction freeze would not apply to East Jerusalem, which Palestinians hope to have as the capital of their future state. Israel and the Palestinians renewed peace talks under U.S. sponsorship on September 2, but talks broke down a few weeks later when Israel let a moratorium on settlement building expire. Mr. Netanyahu received U.S. assurances on Israeli security concerns when he met with U.S. Secretary of State Hillary Clinton last week in New York.
