The conference is a follow-up to talks held in London in January, when donors pledged some $160 million for Afghanistan's plans to reintegrate Taliban fighters who renounce violence. Afghan officials say Mr. Ban made the pledge to visit during a personal telephone call with Afghanistan's President Hamid Karzai.
